INK NOT DRY ON DEAL YET TATTOO PARLOR PLANS FACING NEW OPPOSITION FROM CITY.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Atkinson, co-owner of The Tattoo Room in Granada Hills, could not be reached Monday for comment. But he said in an interview last month he intended to counter the appeal.

``We already fought that fight,'' he said. ``We're being discriminated against because a few people don't like tattoos.''

Weste and Kellar did not return calls for comment Monday.

City planners recommended denying Atkinson a minor use permit because the studio ``would not be compatible with the desired neighborhood character and the type of businesses envisioned for Downtown Newhall and the surrounding area,'' according to according to

The proposed parlor is about 1 1/2 miles southeast of a three-block area on San Fernando Road targeted for redevelopment. City officials and consultants are drafting a Downtown Newhall Specific Plan intended to revive the neglected neighborhood into a retail, dining and employment destination.

The project has been controversial. When it was presented in June before the Newhall Redevelopment Committee, the local advisory group voted 9-5 recommending planning commissioners deny the permit request.

The commission in August found the tattoo studio met city guidelines and approved the project 4-1.
