 City Council has voted to seek a civil injunction injunction, in law, order of a court directing a party to perform a certain act or to refrain from an act or acts. The injunction, which developed as the main remedy in equity, is used especially where money damages would not satisfy a plaintiff's claim, or to  against a local gang as part of a sweeping anti-gang campaign, authorities said Tuesday.

The council members directed the city attorney and Police Chief Dominick Rivetti to begin laying the foundation this week for a court hearing needed to gain an injunction.

``It's the City Council drawing a line in the sand and declaring war on gangs, basically saying: Enough is enough,'' said Rivetti, who will work with Assistant City Attorney Augustine Medina to seek the injunction.

``We're going to do everything in our power to stop gang violence and to do everything in our power to stop the gangs,'' he added.

In addition, council members also voted to appropriate money for a voluntary tattoo-removal program, a $20,000 reward program for information leading to arrests and convictions in gang-related crimes, and a telephone hotline 1. (company) Hotline - Hotline Communications Ltd..

 to report gang activity.

The proposed injunction would target a gang called the Shakin' Cat Midgets, which Rivetti said is made up of 30 ``very active gang members.''

Police have issued a warrant for the arrest of Ernesto Perez Torres, a San Fernando resident who is suspected of being the triggerman in the Oct. 9 slaying of 35-year-old Robert Torres of Lancaster.

Police have arrested other people suspected of being members of the gang on suspicion of robbery and carrying loaded weapons.

The shooting of the Lancaster man occurred in the 500 block of Kalisher Street.

Rivetti and Medina began working on the request for an injunction Tuesday.

The targeted area is the Kalisher Corridor - an area of San Fernando within the boundaries of Celis and Lazard streets, O'Melveny Avenue and Mission Boulevard The following roads are named Mission Boulevard:
  • Mission Boulevard (East Bay, California) in the San Francisco Bay Area
  • Mission Boulevard (Southern California)

Under a court injunction, gang members could be barred from:

Entering or being present on private property of others without prior written or verbal consent of the owner.

If younger than 18, publicly being in the target area between 8 p.m. and sunrise Sunrise, city (1990 pop. 64,407), Broward co., SE Fla., a residential suburb 8 mi (13 km) W of Fort Lauderdale; inc. 1961 as Sunrise Golf Village.
