The LAPD is working to address the concerns, said Gerald Chaleff, head of the Consent Decree Bureau, but they should not obscure the progress that has been made.

``While the areas of concern the monitor identifies are significant, we started with everything being a problem,'' he said.

Kroll Inc., which monitors the decree on behalf of the Department of Justice, suggests in the latest report that the LAPD has been improperly classifying some personnel complaints, ``which in some instances serve to insulate in·su·late

In the area of handling confidential informants, one of the main aspects of the Rampart scandal, the report says the LAPD ``continues to struggle'' with supervising payments and contacts with such sources.

Chaleff noted that LAPD's own Audit Division and the Inspector General of the Police Commission brought the issues about confidential informants to the monitor's attention.

The department is committed to implementing the decree, Chaleff said, and Chief William Bratton has asked heads of departments that are out of compliance to explain each problem.
