But Pena, working with the National Park Service and the Department of the Interior, is trying to develop a set of national standards that would include flight restrictions over national parks. Proposed new rules would make about 87 percent of the area over the Grand Canyon off limits to air tours.

The Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control , which would ultimately approve any flight restrictions, said Pena is trying to strike a fair balance among all interests in the use of air space over parks.
