T-BILL RATES FALL: Interest rates on short-term Treasury securities fell in Monday's auction. The Treasury Department sold $7.5 billion in three-month bills at a discount rate of 4.510 percent, down from 4.570 percent last week. An additional $7.53 billion was sold in six-month bills at a rate of 4.540 percent, down from 4.585 percent. The three-month rate was the lowest since Feb. 16, when the bills sold for 4.440 percent. The six-month rate was the lowest since Feb. 22, when the rate was 4.430.

PAID BY CHECK: Electronic Clearing House Inc., an Agoura Hills-based credit card processing and check guarantee service, said Monday that it has signed a letter of intent to acquire Magic Software Development Inc., a check verification firm based in Albuquerque, N.M. Though the terms of the agreement are yet to be worked out, officials at the Agoura Hills company said the deal is expected to involve a stock transaction and performance-based criteria.

ROMAN RETURNS: Phil Roman, who retired last month as chairman of North Hollywood-based animation specialist Film Roman Inc., has formed a Studio City-based animation company called Phil Roman Entertainment. Roman, who has won six Emmys and founded Film Roman in 1984, said he was not ready for retirement and added that he has been energized by shedding his corporate responsibilities.
