OFFER DRAWN UP: The founder and former head of The Harvey Entertainment Co. announced Thursday that he has made an offer to the board to acquire all of the outstanding shares of capital stock of the company in a merger transaction. Harvey Entertainment owns a library of classic animated characters, including Casper, the Friendly Ghost and Richie Rich. For the nine months ended Sept. 30, Harvey Entertainment reported a net loss of $4.8 million, compared with a profit of $2.6 million a year earlier.
