IIJ to Provide High-Definition Content Delivery Platform to TV Portal Service acTVila.

TOKYO -- Internet Initiative Japan Inc. (IIJ, NASDAQ: IIJI, TSE1: 3774), one of Japan's leading Internet access and comprehensive network solutions providers, today announced that it will provide a broadband content distribution platform to acTVila1, a unique portal site for digital television that was established by the TV Portal Service Corporation.

This new delivery platform will deliver streaming content through a video distribution service that acTVila will launch in September. The platform will implement streaming Video on Demand (VOD) using MPEG2/H.2642 and will conform to specifications developed by the Digital Television Study Group, a group established primarily by home appliance manufacturers.

A download distribution service is also in development and will conform to the standard specifications when they are determined.

IIJ has extensive experience in the streaming distribution market through its CDN Japan distribution platform and a download distribution service that uses P2P technology. Through this experience, IIJ has accumulated operational expertise and distribution technology that it will use to provide more efficient, high-quality video distribution.

IIJ will continue to develop the technology needed to build high-quality content distribution platforms, and provide service providers and users with the best video distribution environment available.

1. acTVila:
     acTVila is a portal site that provides high-definition video for
     digital television over broadband access lines. In February 2007,
     acTVila started distributing graphic and text content, and a new
     high-definition high-quality streaming video distribution service
     is slated to be introduced on September 1, 2007.

2. H.264 Format:
     H.264 is a standard for video compression. It has a higher
     compression rate than previous standards, and is used to
     distribute high-vision broadcasts and similar high-volume,
     high-quality video.
