: IIJIE) today announced that the Company and its 91.3% subsidiary, IIJ America Inc., participated in founding the Messaging Anti Abuse Working Group. The group is made up of 19 international telecommunications companies, ISPs, and related businesses and is aimed at developing measures that will combat spam e-mails and other unethical uses of the Internet. The December 2003 kick-off meeting was hosted by Openwave Systems, Inc. See below for a list of participants and discussion items.

 a recent survey that IIJ conducted with its existing users, over 80% have received spam e-mails and over 90% expect that measures against spam should be provided at mail server level. Demands for spam counter-measures are also rapidly increasing. Members of the working group represent a combined total of 80 million users and 40 million e-mail accounts. In addition to sharing their experiences in battling spam e-mails, they will participate in joint research and development projects that are aimed at dealing with spam e-mails at the network level. They will also set definitions and standards for e-mail and take action to prevent spam e-mails. Surveys and research will also be performed on the legal issues as they work to provide users with a more enjoyable e-mail experience.

A meeting is scheduled for the spring of 2004 to take the next step on joint research, technology, and policy, and there are plans to expand the scope of joint research beyond this first working group to global carriers. Further details will be released in future announcements.

IIJ is the only member from Japan, and IIJ and IIJ America plan to take the lead in this field in Japan. By establishing this working group, they will put their network operation and e-mail service See Internet e-mail service.  experience to use to make the most of limited resources. They will work to raise productivity and ethical standards and provide users with an optimal e-mail experience.
