IDS GIVE PARENTS PROTECTIVE TOOL; MOORPARK POLICE OFFERS CARDS TO IDENTIFY KIDS IN EMERGENCY.

Byline: Paul O'Donoghue Staff Writer

Lost and missing children are not a big problem in Moorpark, but with 1.8 million children reported missing in the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. Parents can have their children photographed and fingerprinted for free today at the Moorpark Police Department as part of a program to create youth identification cards for families to keep in case of an emergency.

``I don't think in Moorpark it's a big problem. We don't get many reports about that. But we want children to be as protected as possible,'' said Donna Jones, a volunteer who helped organize the event.

Under the free program, parents will receive a passport-size plastic wallet containing a card with a color photograph, fingerprints Impressions or reproductions of the distinctive pattern of lines and grooves on the skin of human fingertips.

Fingerprints are reproduced by pressing a person's fingertips into ink and then onto a piece of paper.

 and special medicines, Jones said.

The wallet should then be stored in a safe place by the family to be used to provide information in case of an emergency.

``This gives the parents the chance to have the personal information, to give the information to the police department right away should their child become missing or lost,'' Jones said.

The identification system is based on the Kid Care ID program from the National Center for Missing and Exploited Children The National Center for Missing and Exploited Children (NCMEC) is a private, non-profit organization established in the United States in 1984 under United States government mandate. . It is open to those up to age 18.

A similar event was held last year at which more than 200 kids were photographed and fingerprinted, officials said.

This year's event will also include a range of other activities for families - a fire engine will be on display, the K-9 units will be on hand, and there will be balloons, stickers and coloring books. There will be bicycle licensing for $5 and updated information on preparing for the Y2K See Y2K problem and Y2K compliant.

``It's an opportunity for the Moorpark police volunteers to reach out to the community in Moorpark and to raise awareness of child safety,'' Jones said.

``It's exciting,'' she said. ``We did it last year, and we had a great turnout, and we're expecting more this year.''
