Authorities would not release the contractor's name.

While the dollar amount isn't excessive, it's exactly the type of activity that goes unnoticed by consumers and makes identification theft possible, Delgadillo said.

``It's just enough that no one will notice,'' he said. ``It lowers the risk of prosecution.''

When an 86-year-old woman saw $1,713 in unauthorized charges on her credit card statement this summer, she alerted authorities at the center, which then hired a company for $5,000 to investigate.

Two other residents in the unit also reported unusual banking activity.

In the other, an 82-year-old woman unwittingly gave her personal identification number over the phone to someone who claimed to be from a bank.

She then discovered $1,250 illegally withdrawn from her account.

``We wanted to do something more because generally we need to have confidence with all those who work in health care,'' Forrest said.

Ferrer, who had no previous criminal record, was arrested in June.

Delgadillo said seniors account for 10percent of the nation's reported identity-theft cases.
