LAKE OSWEGO, Ore.--(BUSINESS WIRE)--May 22, 2003

ICM Telecommunications, Inc. (NQB:ICMH), a Prepaid Services Provider in the POSA Telecom Industry, announced today that it is expanding its sales force in the Northwest and opening new offices in California.

ICM Telecommunications is adding four new sales representatives to its sales force to cover the Seattle/Tacoma area. The new sales force will start June first and will service existing accounts as well as market the Company's Electronic Payment & Inventory System ("EPIS") to new accounts in the area.

The new office in Northern California will be located in Sacramento with sales coverage for all of Northern California and the central valley to Bakersfield. Currently, the company has accounts in the Northwest that have multiple locations in Northern California and the Central valley. Hiring will take place the first few weeks of June with complete operations being in place by the end of the month.

In addition to the Seattle/Tacoma expansion and new Northern California office, the Company will be adding an office in San Diego in August in order to cover Southern California accounts. This is necessary because of our affiliation with the Northwest College Bookstore Association ("NWCBA"). Beta testing has just been completed for NWCBA at Reed College Bookstore in Portland, Oregon. The results were extremely encouraging and the NWCBA is looking forward to expanding coverage to all its members.
