 ICI EXPLOSIVES ANNOUNCES NEW VENTURE
 TORONTO, July 21 /PRNewswire/ -- ICI Explosives, the world leader in


commercial explosives, today announced it has formed a new business to meet the needs of a large, rapidly growing market for resource recovery in explosives and related materials.
 The business, ICI Explosives Environmental Services, will have headquarters in Toronto and Valley Forge, Pa., as bases for its planned extensive worldwide and U.S. operations.
 The new business unit grows out of ICI's use of the best available technology in developing an environmentally responsible method of resource recovery for energetic materials. "We are providing our commercial and government customers with full service through the product lifecycle, fulfilling an ICI policy commitment to product stewardship," said Rick Macartney, president and general manager of ICI Explosives Environmental Services.
 ICI said it has unique qualifications in this competitive marketplace:
 -- 130 years of experience with handling explosives.
 -- Resources of a world leader in the field, including an extensive R&D group with 400 researchers.
 -- The only permitted commercial explosive waste incinerator in the United States, through Atlas Environmental Services, Inc., which has patented technology upgrades over existing facilities.
 -- The manufacturing, marketing and customer outlets to take recycled energetic materials into commercial markets.
 The business focuses on three main activities worldwide:
 -- Reuse, recycling and -- where necessary -- safe, environmentally responsible disposal of commercial explosive wastes.
 -- Demilitarization -- the conversion of government munitions into reusable materials for commercial markets.
 -- The evaluation of business opportunities in the remediation of sites contaminated with explosive material.
 The business also has strategic overview on contracts that ICI Americas Inc. holds for two government-owned, contractor-operated facilities, the Indiana Army Ammunition Plant and Volunteer Army Ammunition Plant.
 The business strategy foresees that environmental constraints will become more stringent for open burning and open detonation, which are the current, widespread explosive waste destruction methods. To help meet the need for acceptable alternatives, Atlas Environmental Services, Inc. has plans under way to build the new business unit's first commercial explosive waste management facility in 1993 near Joplin, Mo. Plans continue for additional facilities across North America.
 "This venture allows ICI to use its lead in patented technology and regulatory permitting to concentrate on developing a significant business in this market," Macartney said.
 The business is planning to apply its technologies to meet U.S. Department of Defense requirements to manage aging and obsolete munitions in a safe and environmentally responsible manner. The unit is actively discussing options with the U.S. Army to build and operate demilitarization facilities.
