Inc. is moving ahead with plans to build a 65,000-seat outdoor football stadium in Inglewood, Chairman R.D. Hubbard said last week.

He said the company will soon begin necessary environmental studies on the site of the proposed stadium, which is to be ready for the fall 1998 football season.

"The National Football League has decided it has to have a team here in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. . "Though we were unsuccessful in bringing the Raiders here, it will turn out to be successful project," he said.

A spokesman for the NFL said the league will take up the matter of a new stadium and a Los Angeles franchise following a meeting of team owners that was scheduled for last Friday, July 21. At that meeting, the owners were scheduled to vote on the Raiders move to Oakland.

Owners of both teams said they moved because they weren't making any money in the Los Angeles market. The owners said a major part of the problem is the area does not have a modern football stadium.

Hubbard, a gaming industry entrepreneur, unveiled plans for the proposed $200 million stadium a year ago and immediately began courting Davis to move his team into the modern facility. Alternatives eyed

In recent years, as both the Raiders' and Rams' ownerships began making public statements about moving out of the area, there have been various proposals for a new football stadium in Los Angeles.

Some of those proposals are still alive. Officials at the Rose Bowl and the Coliseum have said they want to upgrade those facilities in order to attract a new NFL team.

Last week, David Jacobs David Henry Jacobs (born April 30, 1888 in Cardiff, Wales - died June 6, 1976 in Aberconwy, Wales), was a British athlete.

, general. manager of the Rose Bowl in Pasadena, said the authority that operates the facility is seeking approval from the city council there for a $20 million renovation of the stadium.

A primary reason for the renovation is to make it more attractive to an NFL team, said Jacobs. In addition, the Rose Bowl has been the site of five NFL Super Bowl games, which are economic bonanzas for host communities.

Among the proposed renovations to the Rose Bowl are new seats, two new score-boards and a giant video screen. Three years ago the Rose Bowl completed a renovation of its press box, which included the addition of luxury boxes. The availability of luxury boxes, which produce lots of revenue from corporate clients and wealthy individuals, have become a stadium prerequisite for NFL team owners.

    Renovations grounded

The public commission that operates the Coliseum in Los Angeles has also proposed various renovation projects for the facility. Those have not gotten off the ground, due in large part to the commission having to undertake an extensive repair program to the facility after the Northridge earthquake The Northridge earthquake occurred on January 17, 1994 at 4:31 AM Pacific Standard Time in the city of Los Angeles, California. The earthquake had a "strong" moment magnitude of 6. .

Officials at the Coliseum, which is owned by the city and county of Los Angeles, as well as the state, did not return phone calls for comment last week.

, president of the Los Angeles Sports Council, which has brought numerous sports events to the area, including the Super Bowl, said it appears that the NFL favors the Hollywood Park proposal.

"The league seems to be looking favorably on his (Hubbard's) plan. But it seems to me that right now the next move is up to the league in telling Los Angeles what it wants in order to get another team here," said Simon. "From time to time, I hear of various ideas for a stadium but it seems that the one that everyone comes back to is Hollywood Park."

Various sports industry sources said the earliest Los Angeles could get another NFL team would be for the fall 1996, and that would be a franchise relocating from another market.

If the NFL expands, it would not be until 1998 that Los Angeles could get a league franchise, said sources, the same year the proposed Hollywood Park stadium Would be completed.

The proposed stadium would be located on the grounds of the Hollywood Park Race Track and Casino, and would be adjacent to the Great Western Forum in Inglewood.

The three-level stadium could be expanded to accommodate. 80,000 people for special events like the Super Bowl. In addition to an NFL team, Hubbard said the stadium could be home to the UCLA UCLA University of California at Los Angeles
