Both major candidates for U.S. President in 2004 opted out of the presidential public financing system for the first time since its establishment. The dollars raised and spent in 2004 broke previous records, showing that presidential public financing is in deep trouble and measures must be taken now for 2008. (See article on p. 9, The National Voter, June 2004.) The Presidential Funding Act is bipartisan legislation to save presidential public financing by promoting full participation in the system, reducing the role of special interest money, increasing the tax check-off and including an inflation adjustment for the future. What You Can Do: Urge your Senators and Representative to support the Presidential Funding Act and save presidential public financing. CIVIL LIBERTIES With certain provisions of the USA Patriot Act USA PATRIOT Act [Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorists], 2001, U.S. of 2001 due to sunset late this year (see feature on p. 8, The National Voter, February 2005), Congress has been holding hearings on the reauthorization of the entire Act. Under the SAFE Act, law enforcement officials would still have sufficient authority to combat terrorism. At the same time, innocent Americans would be protected from unrestricted government surveillance. What You Can Do: Contact your Senators and Representative and urge them to support S.737 and the companion House bill H.R. 1526. ENVIRONMENT The U.S. House of Representatives has passed the same dirty energy bill that was narrowly defeated last year, with additional provisions that are harmful to public health and the environment. This omnibus energy bill rolls back the Clean Air Act and opens the Arctic National Wildlife Refuge (ANWR) to oil drilling. At press time, the U.S. Senate was expected to consider its energy bill before the summer. The Senate has an opportunity to pass a different energy bill with better policy.
