Shirley Mozelle's The Bear Upstairs (08-05068201, $16.95) tells of a very noisy new neighbor who impacts the peace and quiet of the Bear Downstairs. A decision to complain results in some surprises in this appealing story illustrated by Doug Cushman, which any urban dweller will readily relate to.
