British Local Government Authority Enhances Citizen Service and

Efficiency Using Resident-Centric eGovernment Strategy

Siebel Systems, Inc. Haringey Council is deploying the powerful blend of Siebel Service and Siebel eCustomer to forge a single, consolidated view of the borough's 225,000 residents. This eGovernment strategy will enable the Council to improve residents' access to local services, build services around individual residents' needs, improve social inclusion, and maximize efficiency.

The Council is investing heavily in a major restructuring and change program to improve efficiency and meet central Government targets of 100 percent electronic service delivery by 2005. Siebel eGovernment Applications are at the center of the borough's multichannel eGovernment strategy. The Council is using the software to deliver citizen services with more speed, efficiency, and effectiveness. "Joined-up" electronic services delivery will bring the Council closer to each resident by introducing a wider, tailored choice of service access channels. It will also provide a seamless link with associated agencies, such as the local health authority, enhance individual case management, and improve the management of service suppliers.

A key initiative in this major eBusiness program is the development of four Customer Service Centers and a Corporate Customer Services Call Center. Whenever a citizen has an inquiry about a particular Council service, they can either visit their local Customer Service Center in person or communicate with the Customer Services Call Center using the Internet, email, the telephone, post or fax -- and in the future, Internet kiosks and interactive television. Siebel Service, an advanced software solution, guides and assists Haringey service professionals throughout the entire customer management lifecycle. Whatever communication channel citizens choose, the Council maintains a seamless, uninterrupted dialogue with them. The target is to complete 80 percent of resident service requests at the first point of contact, without prior referral to back office departments.

Haringey Council will be integrating all its services: Housing, Social Services, Education, Council Tax and Benefits, Environment and Planning, and parking services into this resident-centric system. Using Siebel eCustomer, a complete, closed-loop online sales and service application that utilizes the Siebel Personalization engine to facilitate one-to-one interactions, residents will also be able to leverage the Internet to conduct transactions, such as paying parking fines or housing rent, in an efficient, unassisted, 24x7 environment.
