Hague appeal for peace.The Hague Appeal for Peace (HAP HAP. An old word which signifies to catch; as, "to hap the rent," to hap the deed poll." Techn. Dict. h.t. ) 1999 is a worldwide civil society conference scheduled for 11 to 15 May 1999, the centennial anniversary of the First Hague Peace Conference. That conference, in 1899, laid the foundations for the International Court of Justice as well as the League of Nations, which was superseded eventually by the United Nations. The Hague Appeal is built around four themes: disarmament disarmament Reduction in armaments by one or more nations. Arms reductions may be imposed by a war's victors on the defeated (as happened after Germany's defeat in World War I). , including nuclear weapons abolition; strengthening international humanitarian law International humanitarian law (IHL), also known as the law of war, the laws and customs of war or the law of armed conflict, is the legal corpus "comprised of the Geneva Conventions and the Hague Conventions, as well as subsequent treaties, case law, and institutions; conflict prevention, resolution and transformation; and addressing the root causes of war and building a culture of peace. The expected outcome from the conference next May will be some sort of "Agenda 21 for Peace." In addition to addressing the themes listed above, the conference will provide a forum for different elements of civil society to exchange ideas, develop global linkages, and strengthen their capacity to achieve the overall goals of HAP. The HAP 99 conference is closely linked to an inter-governmental process called the "Friends of 99." The Friends of 99, led by the Dutch and Russian governments, have scheduled two conferences. The first, on "Normative Aspects of International Humanitarian Law," will be held at The Hague, May 17 to 19. The second intergovernmental conference An Intergovernmental Conference (IGC) is the formal procedure for negotiating amendments to the founding treaties of the European Union. Under the treaties, an IGC is called into being by the European Council, and is composed of representatives of the member states, with the , on "Implementation of International Humanitarian Law," will be held at St. Petersburg, June 23 to 25.
