HYDRO-QUEBEC -- PRIVATE WIND FARM ON THE MAGDALEN ISLANDS -- THREE CANDIDATES ACCEPTED FOR THE LIMITED CALL FOR PROPOSALS

 MONTREAL, Aug. 18 /PRNewswire/ -- Hydro-Quebec has now examined the 18 candidacies received July 6, 1993 in response to its international pre-qualification call (ACSE-93) for the purchase by late 1995 of 5 megawatts (MW) of electricity produced by wind generators on the Magdalen Islands. Three candidates have been retained to participate in the limited call for proposals (APRSE-93). The three are: Kenetech/US Windpower, Novergaz/Seawest and Zond System Inc.
 Quebec Participation:
 Hydro-Quebec is asking each of the three candidates selected to find, by Oct. 1, a Quebec partner with a participation of at least 40 percent in the undertaking. Because the potential of windfarms was primarily developed in the United States and Europe, particularly in Denmark, Hydro-Quebec has opened this market to all national and international manufacturers in order to take the fullest possible advantage of recent advances in the field and promote the transfer of this technology to Quebec.
 To select those candidates best able to meet the utility's objectives and to ensure a fair assessment of the candidacies, the evaluation was carried out by a multidisciplinary Hydro-Quebec team. Evaluation criteria were as follows: the promoter's experience, his financial capacity, and the approach proposed, including environmental aspects and economic and technological spinoffs in Quebec.
 Public Consultations With The Residents Of The Magdalen Islands:
 Hydro-Quebec will propose three possible sites, i.e. Dune du Sud in Havre aux Maisons municipality, Cap-au-Trou in Fatima municipality, and Grosse Ile in the municipality of the same name, to the producers. These sites will be subject of public consultations that the utility will hold in the Magdalen Islands during the month of September before the limited call for proposals is launched.
 Although the consultations will focus on the choice of the three sites proposed, they will also afford an opportunity to inform area residents about the overall project.
 It will then be up to the private producer selected to carry out, in collaboration with the local authorities, the harmonious integration of the project into the environment and to obtain the necessary approvals. In the case of privately owned lands (Cap-au-Trou and Grosse Ile) the promoter will have to reach agreement with the owners on the right to use these lands.
 Quebec-Built Small Wind Generators:
 Two of the eight candidacies received from Quebec were from producers associated with Quebec manufacturers of small wind generators, i.e. Eolcan International Inc. and Sambrabec Inc., who have developed a technology that could offer interesting market potential. Although the candidates were not accepted because of the relatively small capacity of these wind generators in relation to the size of the Magdalen Islands project, Hydro-Quebec will, in 1993, explore avenues for participation in a market development program that could involve one or other of these manufacturers.
 Forthcoming Stages In The Limited Call For Proposals:
 In light of the need for the three producers selected to conduct auxiliary studies on the winds, they will have until March 1, 1994 to submit to Hydro-Quebec their completed proposals. The utility plans to announce by May 1, 1994 the private producer selected for negotiations. The price Hydro-Quebec pays for the electricity purchased will be a decisive factor in the choice. The wind farm is scheduled to go into commercial operation in late 1995.
 This process reflects the policy direction contained in Hydro- Quebec's current development plan (1993 Proposal), in which it states its intention to carry out windpower demonstration projects in its off-grid power systems.
