 reported. They also were trying to move forward on opening safe passage routes for Palestinians traveling between the West Bank and Gaza. These issues were part of a U.S. diplomatic initiative pressed last week to try to extract goodwill gestures from Israel to offset the impact of the new housing project, which senior PLO officials have warned could lead to an explosion of violence. Whether Hussein's efforts will translate into a calmer reaction from Palestinians remained to be seen.

Arab-Israeli hostility heightened further Sunday after an Israeli Cabinet minister warned that Arafat could be forced back into exile if he orders a violent reaction to the building of housing for 30,000 Jews on the hillside near Bethlehem. Israeli officials said they intend to start work on the project as soon as today, but Netanyahu said only that it would be this week.
