 VICTORY FOR DOLPHINS
 WASHINGTON, July 9 /PRNewswire/ -- Humane Society International (HSI), the international arm of The Humane Society of the United States, today applauded a major European Community victory for dolphins.
 On Wednesday, European Commissioner for Fisheries Manuel Marin gave his full support to the Morris Report, which is designed to protect dolphins. The Morris Report was approved by the European Parliament in November, but Marin had said that he would not support it because the dolphins were not being hunted in European waters. The Morris Report calls for the European Community to ban the import into Europe of Dolphin-deadly tuna and urges that European vessels and nationals be prohibited from intentionally hunting down dolphins. For two years, Europe has been the number-one importer of dolphin- deadly yellowfin tuna, as Spain and Italy began to purchase tuna from Mexico and Venezuela and dump it into Europe.
 "With this support, Marin becomes a catalyst for the European Community to make good on its promise made four years ago to save the dolphins. More than 7 million dolphins have died over the past 30 years in purse seine nets," said Betsy Dribben, HSI European director.
 She cautioned that the full commission and the Council of Ministers must still approve Marin's recommendation.
 Marin's decision came on the heels of an announcement by ACONSER, Spain's largest group of tuna canneries, that it would adopt dolphin- safe policies.
 "I think Marin heard two voices very clearly: the outraged voice of Europeans everywhere who want dolphins to be able to swim freely, and the emphatic voice of European fishermen who do not want their countries to be the dumping grounds for Mexico and Venezuela," Dribben said.
