``The support for and awareness of human rights around the world has been growing steadily, and that's been mirrored in our own structure,'' said ``Providence'' co-star Mike Farrell, who previously co-chaired California's statewide branch. With the recent addition of a Northern California division in the Bay Area, Farrell now oversees only the southern half of the state. That apparent demotion de·mote

``It's a sign of the growing support of the human rights movement,'' said Farrell, a longtime activist who also serves as goodwill ambassador for the United Nations High Commissioner for Refugees Headquartered in Geneva, Switzerland, the Office of the UN High Commissioner for Refugees (UNHCR) (established December 14, 1950) protects and supports refugees at the request of a government or the United Nations and assists in their return or resettlement. .

The annual dinner will pay tribute to prominent human rights activists from around the world, including Ismail Adylov of Uzbekistan, Rosa Isabel Garcia of Guatemala, Haruun Ruun of Sudan, Abdul Rahman Yacob of Indonesia and Afrasaib Khattak of Pakistan.

Dustin Hoffman will host the event, and presenters include Noah Wyle, Ben Stiller and Alfre Woodard.

Farrell was pleased that the Beverly Hilton event was practically sold out days ahead of time, with more than 800 tickets at $250 each already purchased, about a hundred more than in previous years.

He said Human Rights Watch will remain vigilant as a watchdog not only of foreign governments and ruling parties such as the Taliban, but of America's actions on foreign soil as well, by monitoring civilian casualties of bombs dropped in Afghanistan, for example.

``We have to sort out our priorities, to meet our military goals with the least harm to civilians,'' he said. ``We're trying to keep that idea in the forefront as well.''
