 HUMAN RESOURCE EXECUTIVES MOST LIKELY TO GUIDE
 DOWNSIZING EFFORTS OF ORGANIZATIONS
 PHILADELPHIA, May 19 /PRNewswire/ -- Human resource executives are the senior officers most likely to participate in planning a downsizing, according to a study conducted by Right Associates.
 Human resource executives participated in planning the workforce reductions for 83 percent of the 909 companies studied. Chief executive officers participated in planning reductions in 69 percent of the companies, and chief operating officers participated in planning the downsizings in 64 percent.
 Legal counsel participated in planning the downsizing in only 63 percent of organizations, in spite of increasing employment-related litigation.
 "It's important that human resource executives, a group that combines knowledge of individuals with knowledge of legal and business issues, participate so widely in workforce reductions," observed Stanley R. Tilton, president and chief executive officer of Right Associates. "Experience has shown, however, that there is no substitute for legal review and guidance; particularly in situations where human needs and business needs are not in sync with one another."
 This information and the complete analysis of the study will be presented at executive briefings being conducted at Right Associates offices across the United States. A published version of the study, "Lessons Learned: Dispelling the Myths of Downsizing," will be available to those who attend.
