HTE Awarded $1.3 Million Contract With New York State Police, Department of Transportation.

(Nasdaq:HTEI), a leading provider of enterprise-wide software, Internet, and wireless solutions for public sector organizations and utilities, today announced the New York State Police and the New York Department of Transportation have purchased CAD400(TM) for a unique multidisciplinary initiative which will serve travelers throughout New York's Hudson Valley.

CAD400 computer-aided dispatch software provides quick, accurate equipment and personnel response recommendations and tracks the status of service calls. The package will give the State Police mobile and mapping capabilities, and will interface with E-911 and regional traffic management agencies.

Capt. Henry de Vries of the New York State Police said the contract, valued at more than $1.3 million, will be implemented in four phases. In Phase I, 60 mobile units will be issued to state troopers and members of Hudson Valley's Highway Emergency Local Patrol (HELP), a state-sponsored program which provides free emergency road service to disabled motorists on 175 miles of the area's commuter highways, including the New York State Thruway.

The Hudson Valley is home to many widely known resorts, wineries, antique shops and the U.S. Military Academy in West Point.

The contract was awarded after a 3 1/2-year evaluation process during which department officials visited many of the nation's most progressive law enforcement agencies to observe their information technology. "What impressed us the most was seeing CAD400 in use in other multi-agency situations, how it allowed the agencies to work cooperatively but still operate autonomously, at the same time," de Vries said.

He said CAD400 will be an integral part of the Department of Transportation's new Traffic Management Center, currently being developed. It will allow troopers to automatically share data with the TMC and with other traffic management agencies including TRANSCOM, the highly respected coalition of 16 highway, transit and public safety agencies in New York, New Jersey and Connecticut.

Traffic management centers monitor highway conditions through strategically positioned video cameras and computer-linked sensors embedded in the roadways, relay the information to officers and motorists through pagers, e-mail, signage and phones, and coordinate responses to emergencies and incidents.

de Vries said he believes CAD400 will help troopers achieve their mission to continuously reduce New York's highway fatality rate, which is already well below the national average. The fatality rate -- a measure of relative safety state-to-state -- was 1.15 deaths per 100 million miles of travel during 2000, compared to the national average of 1.60.
