) Commissioner Jerilyn Perine issued a reminder to all owners of multiple dwellings to renew their building's registration with HPD's Division of Code Enforcement Code Enforcement is the act of enforcing a set of s, principles, or laws (especially written ones) and insuring observance of a system of norms or customs. An authority usually enforces a civil code, a set of rules, or a body of laws and compel those subject to their authority to  Property Registration Assistance Unit. Multiple dwellings with six or more units must be registered by May 1. There is a $13 annual registration fee.

The Property Registration form is available on HPD's web site located at nyc.gov/hpd. Owners with questions on renewals or registering their building for the first time should call (212) 863-7000.

All owners of multiple dwellings are required to renew their building's registration annually under the City's Housing Maintenance Code and the State's Multiple Dwelling dwelling

 Law. When ownership of a property changes, the new owner is required to register the building within five business days. There are financial penalties for failing to comply. Building registration makes it possible for the HPD to reach an owner to inform him/her of serious conditions in his/her building.

Owners of private one- and two-family homes are not required to register their property unless they live outside the City. However, owners of private dwellings may register their buildings with the Property Registration Assistance Unit any time during the year. In cases where the building owner lives outside the city, the building must be managed by a New York City agent and must be registered with the Department's Division of Code Enforcement's Property Registration Assistance Unit.

Owners of buildings with three to five units are required to renew their building's registration by Oct 1. HPD will send notices to building owners and managers in early August.
