HOT SPOTS : LISTENING TO LINDA AND MONICA.

Byline: - Daily News Staff and Wire Services

Either kick him out of office and get it over with, or leave him alone and get on with business. Enough of this impeachment impeachment, formal accusation issued by a legislature against a public official charged with crime or other serious misconduct. In a looser sense the term is sometimes applied also to the trial by the legislature that may follow.  nonsense.

That's what you tell your co-workers, anyway.

But deep inside, you really want to hear all the lurid details and judge for yourself whether President Clinton should stay or go.

Well, you won't have to wait around for the Senate to decide whether witnesses will be called to testify.

You'll hear everything from a discussion on Lewinsky's hairstyle to how exactly Tripp convinced Lewinsky to preserve her blue dress.

True blue Bill: If Clinton has to appear before the Senate this month, Leatrice Eiseman says he should wear navy blue.

``Blue is the color of credibility, constancy con·stan·cy

and truth, the color most Americans associate with dependability and loyalty,'' said Eiseman, a color psychology expert.

The president should avoid a red or a red-purple tie, she warned, as ``these colors speak of sensuality.''

As executive director of the Pantone Color Institute, in Moonachie, N.J., Eiseman researches the associations consumers make with colors and predicts their seasonal selling power. She was one of the first to say that gray would be the best-selling color last fall (it was), pegging it as ``the logical, nonthreatening shift away from black.''

Pink, the color everyone's eyeballing as the hip new hue, will be a big hit for spring because it taps into a national feeling of optimism.

``Pink not only makes you feel good, it makes you feel better,'' she said. ``Pink soothes. It's nurturing. It has a softening touch. Our studies show that men have far less objection to wearing pink and being surrounded by pink than ever before.''

For the first year of the next century, Eiseman picks blue - specifically, a sky-blue color she calls (what else?) millennium blue - as the winner. ``Blue brings up feelings of the universe, and it makes the unknown a little less frightening,'' she said. ``The sky, which is a presence in our daily lives, is always there. That's the dependability factor of blue. The Earth can shake under our feet, but so far the sky has not fallen.''

The designers, who dressed the dolls in a joint project with the Alexander Doll Co., will have their first looks at one another's creations on Jan. 27, when they meet for a cocktail reception at the company's factory in Harlem, N.Y. Fern Mallis, the council's executive director, who has already had a look, said she was also impressed by the designers' deftness with the dolls' hair and makeup.
