HOSPITAL SUSPENDS TOP BOSS; BOARD OF SUPERVISORS HOLDS CLOSED-DOOR SESSION OVER AUDIT.

A top administrator and former official at High Desert Hospital have been suspended as Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County officials investigate allegations that policies have been violated.

, which it hired in 1996 to help run High Desert's rehabilitation ward. Supervisors were briefed on the audit during a closed-door session two weeks ago, officials said.

``An audit has been done. We are doing follow-up, and personnel have been suspended pending completion of the investigation,'' Supervisor Michael Antonovich said Wednesday.

Antonovich confirmed the suspended employees were High Desert Administrator Mel Grussing, who has held the hospital's top post since January 1996, and former associate administrator Jerry Harris. Harris left High Desert last year and is now administrator of the Los Angeles County Department of Health Services' consolidated laboratory.

Neither Grussing nor Harris could be reached for comment.

Officials with the county Auditor Controller's Office said they had turned over information to the County Counsel's Office regarding a contract with Las Vegas-based consulting firm Altila Rehabilitation Inc.

County Counsel Lloyd W. Pellman said he would not release the audit.

 said they could not comment on the matter because it dealt with personnel and was confidential.

In Las Vegas, Altila principal Jeff Klein said he was unaware of an audit involving his firm.

``No one has contacted us from the county,'' Klein said.

At the time, officials said the consultant agreement would not cost the county anything and was expected to generate an estimated $3.7 million in revenue through the remainder of the 1996-97 fiscal year.

Patients in the rehabilitation program are generally those suffering from strokes or head trauma.

Under the contract, Altila was to have been paid a set fee per patient, the amount depending on the type of patient, records show. The consulting firm was to have been paid based on the number of patients it was able to bring in.
