 INDEPENDENCE BLUE CROSS SIGN FIRST CONTRACT
 PHILADELPHIA, July 16 /PRNewswire/ -- After several weeks of negotiations, the Hospital of the University of Pennsylvania (HUP) is the first hospital to sign a contract agreement with Independence Blue Cross (IBC).
 The announcement was made jointly today by G. Fred DiBona Jr., president and chief executive officer of Blue Cross, and Wilbur B. Pittinger, vice president of the University of Pennsylvania Medical Center and executive director of the Hospital of the University of Pennsylvania.
 "We are extremely proud of the agreement that HUP and IBC have signed," commented Pittinger. "Through hard work, determination and each party's willingness to keep focused on our common goal -- to provide access and quality health care that is cost-effective to the Delaware Valley -- we were able to get the job done," he continued.
 According to Pittinger and DiBona, the contract will become effective retroactive to July 1. "The fact that the contract will run for five years is an indication of a commitment on HUP's and Independence Blue Cross' behalf to develop a long term relationship," said Pittinger. DiBona indicated that the HUP contract met the cost containment objectives of Independence Blue Cross.
 "Independence Blue Cross is dedicated to providing its subscribers with quality health care at a reasonable price. We feel strongly that this contract accomplishes this goal. We appreciate the Hospital of the University of Pennsylvania's support in this shared mission," said DiBona.
 As the largest health insurer in the eight-county region, Independence Blue Cross covers about 2 million people and offers a wide range of benefits and services. Independence Blue Cross has serviced the Delaware Valley community for more than 50 years.
 The University of Pennsylvania Medical Center consists of the University of Pennsylvania School of Medicine, which includes the Clinical Practices, and the Hospital of the University of Pennsylvania. Having opened in 1874, the Hospital of the University of Pennsylvania holds the distinction of being the first university-established teaching hospital in the United States. Nearly 28,000 patients are admitted annually to HUP.
