HORSE RACING NOTEBOOK: TELEPHONE WAGERING DELAYED UNTIL FEBRUARY.Byline: Daily News Staff and Wire Services California horse racing horse racing, trials of speed involving two or more horses. It includes races among harnessed horses with one of two particular gaits, among saddled Thoroughbreds (or, less frequently, quarterhorses) on a flat track, or among saddled horses over a turf course with fans who looked forward to the scheduled start of legal betting by telephone on Jan. 1 will have their patience tested. Although so-called account wagering moved closer to reality in a California Horse Racing Board meeting last week, the regulations must clear one more administrative procedure and applications must be approved for the program's operators. The CHRB CHRB California Horse Racing Board CHRB Community Housing Resource Board (Montana) CHRB Commonwealth Health Research Board expected a review by the Office of Administrative Law administrative law, law governing the powers and processes of administrative agencies. The term is sometimes used also of law (i.e., rules, regulations) developed by agencies in the course of their operation. to take 30 days. The CHRB cannot approve applications until its next scheduled meeting Jan. 24 in Arcadia. Thus it appears it will be at least February before phone betting goes into effect. Phone betting was signed into law by Gov. Gray Davis in August. Davis had vetoed a similar bill in 2000. The horse racing industry has high hopes for an increase in wagering, because fans no longer will have to travel to a track or other facility in order to gamble. But skeptics argue the convenience of wagering from a home or office will do nothing to create new fans. It is feared that competing business interests will complicate the process of setting up a fan-friendly system. CHRB chairman Alan Landsburg issued what sounded like a warning to all concerned. ``This is not the salvation of racing. This is simply a step along the way,'' Landsburg said at the board's Nov. 30 meeting in Davis. ``If business greed begins to raise its ugly head and threatens the good that this program can bring to the industry, that greed will not be greeted with a friendly shake from this commissioner.'' --Four-legged billboards? The CHRB adopted a new regulation permitting advertising to appear on jockeys' clothes, owners' silks and track saddlecloths. An earlier regulation, which had prohibited the advertising of certain products ``detrimental'' to horse racing, was rejected by legal authorities. --Frankel again?
