SUNLAND-TUJUNGA - Some call this a foothills paradise, others a horse-lover's dream. But to candidates for a new San Fernando Valley San Fernando Valley

Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.

So seven candidates in District 5 - the Valley city's most sprawling district - have hit the pavement to try to persuade residents to vote for secession Nov. 5.

And they're promoting themselves as the best man or woman to represent the district, which includes Tujunga, Sunland, Shadow Hills, Lake View Terrace, north Sylmar and parts of Pacoima and Sun Valley.

 paved - it took 18 years, a victory for the Valley,'' said Kathy Anthony, a candidate and community activist. ``After we got the boulevard paved, all the cars got speeding tickets because they didn't have the potholes to slow them down.''

The candidates share some concerns: They want more-responsive government. They want more community police. They want more parks, more pavement, more landscaping, more trails for their children. They want more quality businesses. Jobs.

And they want less crime, less pornography, fewer potholes, lower business taxes and less hassle for residents each and every day.

In the running for District 5 are Anthony, a Sunland tailor; Bob Bell, a Shadow Hills environmental-quality manager; James Clancy James Clancy (July 21 1844 – January 10 1921) was an Ontario farmer, businessman and political figure. He represented Kent West in the Legislative Assembly of Ontario from 1883 to 1894 and Bothwell in the Canadian House of Commons from 1896 to 1904 as a Conservative member. , a Sun Valley attorney; Al Dib, a retired Sylmar produce broker; John ``Blue'' Herget, a Sylmar writer, medic medic: see alfalfa.  and educator; Richard Kendell-Bell, a Sun Valley property-management executive; and Ken McAlpine, a Sunland software engineer.

Bell, a manager of Arvato Services arvato services is a subsidiary of arvato AG, the international-networked service provider of Bertelsmann AG. 30,000 employees are working for arvato services in more than 40 countries. , believes his background in management, contracts, cost estimation and quality control makes him uniquely qualified to lead Valley government.

``I am a straightforward person who gets things done by going directly to the person or office that is responsible for getting me the answer that is needed,'' he said, adding that ``too many times in the recent past, outside interests have run for office in my community.''

Herget, a film-crew medic and writer and musician, said he's worked 20 years behind the scenes to improve the Northeast Valley through grass-roots organizing. He's an ideas man, he said, who gets things done.

A new Valley city, Herget said, should control growth and protect open space to maintain its distinct equestrian lifestyle. But above all, he said, a new City Hall should open its doors to respond to everyday citizens.

Kendall-Bell, a vice president at Continental Investment Co., entered the race because he felt called to be a public servant. As a manager of mobile-home communities, he feels his experience overseeing hundreds of residents gives him needed administrative experience.

A new Valley city, he said, should promote health and safety, including assuming control of its trauma centers now run by the county. It should promote affordable housing not by rent control, but through encouraging new construction and vouchers for renters.

``My motivation (for running) is to have people who can see the big picture and can make their own decisions regardless of special-interest groups,'' Kendall-Bell said. ``My pledge is to donate my salary ... not to go along with the crowd and vote for bad decisions.''

 Corp., said his persistence in solving complex, technical problems suits him for a top Valley city job. He is a lifelong Valley resident and founder of the Sunland-Tujunga Neighborhood Council.

A new Valley city, he said, should hire more police for quicker response to crime, deliver services with minimum hassle, streamline taxes and permits to attract business, control rents and preserve its equestrian heritage.

``If we want the foothills area to become what we know and dream it can be, then the Valley needs to become and independent city,'' he said. ``It's better to have a councilman who loves your community because it's his hometown. He drives the same streets you do. He shares your frustrations and hopes for what this community can become.''

Anthony, owner of Kathy's Kreations, has worked 30 years to improve her Sunland community. A recipient of numerous awards for community service, she has been recognized as a leading community voice of influence.

A new Valley city, she said, should work with police, encourage small business, foster jobs for adults and teenagers, and safeguard rent control.

``I love it,'' she said of her district. ``I'm married to this community. I lay awake nights worried about a street that didn't get paved or a bad business coming into town.

``I envision a city whose goals reflect the interest of the communities (it) serves rather than some downtown interest.''
