HOPEFULS GIVE GOALS FOR T.O.; 13 COUNCIL CANDIDATES SEEK 3 SEATS.

Voters face a tough and confusing decision Nov. 3 as they try to sort out the positions of 13 candidates, including two incumbents, who are vying for three open seats on the Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  City Council.

The election has the potential to shift the political makeup of the council, which currently has a three-member majority that favors growth in Thousand Oaks. Differing interests among the council members have sharply divided the panel, creating an increasingly rancorous ran·cor

So in addition to the more traditional issues - growth, public safety and spending of taxpayer dollars - candidates also are wrestling with the question of restoring tranquillity in the council chambers.

To help inform voters where each of the 13 candidates stands on important issues, the Daily News asked each incumbent and challenger the same set of questions.

Following are their responses detailing their personal, professional and community experiences; their opinion on what they consider the most important issue facing the city; and their goal if elected to office.

Candidates were asked whether they support the Save Open-space and Agricultural Resources initiatives, and what they think should be done about Borchard Road, a controversial road linking the Dos Vientos residential development to Newbury Park.

The profiles are listed as the candidates' names will appear on the Nov. 3 ballot:

Top issue: Stop relying on growth for revenue. Prepare to sustain city on sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. Candidate: Chris Buckett, 39

Occupation: Former corporate start-up director

Family: Married

Civic experience: Public access film producer; Thousand Oaks Board of Appeals; Conejo Valley Junior Chamber (Jaycee); Habitat for Humanity Habitat for Humanity, nonprofit ecumenical Christian organization that enables low-income people to own affordable, livable housing. Top goal: Keep a closer eye on how the city spends its redevelopment dollars.

Candidate: Laura Lee Custodio, 46

Occupation: Los Angeles Unified School District The Los Angeles Unified School District (the "LAUSD") is the largest (in terms of number of students) public school system in California and the second-largest in the United States. Top issue: Finding other ways to support the city beside depending on developers and their fees

Top goal: Maintain general plan guidelines and look for ways to mitigate and reduce traffic and noise.

Candidate: Marshall Dixon, 73

Occupation: Retired general manager of automobile company

Occupation: Los Angeles city fire captain; Thousand Oaks city councilman
