HOPE DIMS FOR SEALING LANDFILL COUNTY CRITICIZES CITY FOR LAST-DITCH EFFORT.

ALHAMBRA - An attempt to prevent the reopening of Sunshine Canyon Landfill was met with skepticism Thursday, as Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County officials accused the city of trying to stall or influence their decision for political reasons.

City staffers hoped to convince members of the county waste board that the Granada Hills dump would not comply with the county's landfill master plan. They raised a number of concerns, including water contamination, sewer odors and need for a more concerted recycling effort by Sunshine operators.

Hahn has pledged to try to stop the Sunshine Canyon project, even though he laid the groundwork for its reopening while serving as city attorney in 1999, when the proposal was before the City Council. Delgadillo is working with Hahn to block the dump, though even he concedes it is an ``11th-hour'' effort.

Still, the county's Integrated Waste Management Task Force went along with a city request to postpone a decision on Sunshine Canyon for a month while the County Counsel reviews the issue.

``Many people are saying this is just a political issue for the mayor. It's not,'' Williams said. ``We have real-world concerns here.''

Echoing concerns raised by the North Valley Coalition, a group of neighborhood activists, Delgadillo's staff outlined a list of new concerns, including severe sewage-odor problems at the site, toxic contaminants found in the water near the landfill and plans to use fluff from shredded automobiles as daily cover over the garbage.

``A landfill decision of this magnitude deserves a second look,'' Deputy City Attorney Gideon Kracov said.

Browning Ferris Industries, which operates Sunshine Canyon Landfill, is seeking to reopen a portion of the landfill within the city limits by October.
