HOME SELLING POINTS QUALITY OF LIFE, GOOD SCHOOLS MAKE LOCATION ATTRACTIVE.

Low crime, top-rated schools and a business-friendly environment make southeastern Ventura County among the most sought-after locations to purchase a home in Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, .

``We're close enough to Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  to take advantage of the wonderful things it has to offer - shopping, theater, restaurants and workplace - but far enough away to commute TO COMMUTE. To substitute one punishment in the place of another. For example, if a man be sentenced to be hung, the executive may, in some states, commute his punishment to that of imprisonment.  home and not live with the problems that L.A. County has,'' said Leah Theune, a member of the Simi Valley/Moorpark Association of Realtors. ``The school district, the largeness - you don't have that. No industry and smog.''

Those living in communities like Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  and Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  are increasingly well off, often with two-income households.

In fact, a person renting a two-bedroom apartment in Ventura County at about $1,450 a month would need to earn three times as much to cover expenses, officials said. And that means having a salary of at least $52,000 a year.

Theune, of Troop Real Estate, said there is more inventory here than ever before, which translates to more choices for buyers. Also good news is the fact that house prices have seemed to stabilize stabilize

, she added.

``The housing market is rock-solid,'' said Doug Tapking, executive director of the Area Housing Authority. ``It is difficult for individuals to buy homes, but not as difficult as it was last year.

Contributing to the housing dilemma is the tight inventory. Houses are expensive because there is not a lot of available space in Ventura County, officials said.

Tapking and others place partial blame on the Save Open-space and Agricultural Resources initiatives passed by voters in the late 1990s as the culprit for the current housing crisis. The measure effectively preserves large swaths of agricultural land by requiring land-use changes to go to a vote of the people. It also limits development within certain boundaries.

Proponents cherish the lush and rolling landscapes that originally lured them to the county and which SOAR aims to preserve. Real estate watchers say it's exactly that charm, mixed with the area's high quality of living, that is creating a housing crisis.

The result will be denser housing such as condominiums, townhouses and apartments that many residents hoped they had left behind when they moved out to Ventura County.
