Still, neighbors eyed the dug-up street Monday with skepticism. ``Why did they wait until the last minute with the holidays? They know this is a really popular area,'' said Diana Dekermendjian, whose family has been decorating its Penfield Avenue home for the past 10 years. ``They should have done this back in September,'' she said. ``It's just going to cause a lot of chaos.'' Still, residents were pleased with the prospect of a fresh coat of paving and hopeful the city would come through in time. Many said the decorating begins in earnest the first weekend of December, with visitors expected to start pouring in by Dec. 10.
