HOLDEN PULLS OUT OF CONTENTION : COUNCILMAN SAYS MAYORAL RACE ENTRY WOULD HAVE BEEN NEGATIVE, DIVISIVE.

The dynamics of this year's race for mayor changed dramatically Monday with the announcement by Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  City Councilman Nate Holden Nathaniel "Nate" R. Holden (1929-) served on the Los Angeles City Council from 1987 to 2002. He previously served a term on the California State Senate and was Assistant Chief Deputy to then Los Angeles County Supervisor Kenneth Hahn.  that he would not challenge Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002.  and state Sen. Tom Hayden Thomas Emmett "Tom" Hayden (born December 11, 1939) is an American social and political activist and politician, most famous for his involvement in the anti-war and civil rights movements of the 1960s. .

Holden, 67, announced his decision on the steps of City Hall, saying that for him to make a third run at mayor successful, he would have to wage a highly negative campaign that could further divide the city.

Holden's announcement came on the final day for candidates to declare their intentions for the April 8 election, where a total of 19 candidates have filed for mayor, with only Riordan and Hayden well known.

At the close of the declaration period, City Councilman Mike Feuer received a boost when his principal opponent, Sherman Oaks businessman Jeff Brain, decided not to enter the council race.

``I've decided I can do more in running for the charter reform commission,'' Brain said. ``I don't think I'd be effective as the only one of 15 council members interested in reforming the way the city works.''

Real estate manager Elijah Rosenberg of Los Angeles did file to run against Feuer.

The declaration of intent period for the charter commissions will run from Jan. 22 to 27.

It was Holden's announcement that took most observers by surprise after his constant attacks on Riordan and a statement released last week that criticized Hayden as being a ``Johnny-come-lately'' to city issues.

Holden said he was saddened by his own decision, but felt Hayden would be able to pose a sufficient challenge to Riordan to raise the issues with which he is concerned.

Holden would not say whether he would endorse Hayden, D-Los Angeles.

Some political observers believe Holden's decision could help Riordan in his effort to collect a majority in the April election to avoid a runoff.

``This decreases the chance of a runoff,'' said Bill Carrick, who is managing Riordan's campaign. ``(Holden) would have done well in the African-American community and help increase turnout there.''

But Hayden has said he believes he can beat Riordan with or without a strong third candidate.

Democratic political consultant Richard Lichtenstein said he didn't believe Holden's decision will affect the outcome.

, continued his attacks on Riordan on the radio show, ``Which Way L.A.'' on KCRW-FM (89.9), by questioning conflicts of interest for the mayor, increased growth in the city and the need for government to be closer to the public.

``The city is too big now to be run by such a small government,'' Hayden said. ``One of the things is that City Hall is too far away and too remote.

Riordan said he planned to campaign hard against Hayden.

``I have a record to stand on and I'm proud to defend it,'' Riordan said.
