HEARING OFFICER UPHOLDS RENT HIKE AT PARK; RESIDENTS MAY CONTINUE FIGHT.

Residents of the Friendly Village Mobile Home Park in Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  will be paying higher rents this year after a hearing officer turned down their appeal of rent increases up to $15 a month.

``You can imagine what struggle it is for some people in the park to keep their homes,'' Pease said. ``We do have some people, Social Security is all they have.''

Residents have been paying the higher rents since they were put in place in May pending the appeal. They also are responsible now for the $1,100 cost of the appeal hearing.

However, Bill Schweinfurth, operations director for Vedder Property Management, which operates the park, said the increases were fair.

``We still offer very fine and affordable housing,'' he said.

One city official was concerned about the hike, saying the city should examine alternatives for keeping mobile home parks affordable.

Another mobile-home park is scheduled to appeal a $12 increase next month.

At Friendly Village, the increase is the second in two years for most residents of the 221-space park on Tierra Rejada Road, where a $6 rent hike was approved last year by the Mobile Home Rent Mediation mediation, in law, type of intervention in which the disputing parties accept the offer of a third party to recommend a solution for their controversy. Mediation has long been a part of international law, frequently involving the use of an international commission,  Board, which oversees rent increases.

More than 60 residents appealed the increase last year and won their case before the hearing officer.
