HEALTH SERVICES MAY BE CUT BACK COUNTY ENVISIONS $1 BILLION DEFICIT.

Los Angeles County's health department would go into the red in 2004-05 and see its deficit top $1 billion by 2007-08 unless it can close a Downey rehabilitation center and reduce beds at its downtown hospital, officials said Monday.

Last week, U.S. District Judge Florence-Marie Cooper issued a temporary restraining order temporary restraining order: see injunction.  preventing the county from closing Rancho Los Amigos until it can prove that disabled Medi-Cal patients could obtain comparable care elsewhere. She refused Monday to vacate her order and said she would decide the ultimate fate of Rancho Los Amigos on May 13 and make a ruling on whether the county can eliminate 100 beds at County/USC several days later.

The order is a result of lawsuits filed by public interest groups on behalf of Rancho Los Amigos and County/USC patients.

Hospital doctors in sworn statements filed in the lawsuits have blamed at least four deaths at County/USC on long waits for care. But during recent inspections, state investigators could not substantiate those claims.

``One of the physicians recanted his declaration in the sense that he didn't identify a patient who actually died,'' said Fred Leaf, the health department's chief operating officer Chief Operating Officer (COO)
