THE PACESETTER KAISER PERMANENTE Kaiser Permanente is an integrated managed care organization, based in Oakland, California, founded in 1945 by industrialist Henry J. Kaiser and physician Sidney R. Garfield. THE largest health maintenance organization in Southern California, Kaiser Permanente continues to increase its membership, and while still losing money it is beginning to show financial improvement. Kaiser's Southern California enrollment currently stands at 2.9 million, up from 2.8 million in 1998. It owns and operates six hospitals in L.A. County with a network of 3,500 physicians working at more than 100 facilities throughout Southern California. In the third quarter ended Sept. 30, Kaiser reported a net loss of $29 million, compared with a net loss of $89 million in the year-earlier quarter.
