EXECUTIVE SUMMARY

THIS year, five of the 15 HMOs on the list showed a decline in enrollment numbers, compared with only one last year. In addition, the 10 companies that did show growth increased by smaller increments than those on last year's list.

Health plan stocks have fallen in recent months as public opinion has turned, and state and federal lawmakers have begun to increase HMO HMO health maintenance organization.

THE PACESETTER

KAISER PERMANENTE Kaiser Permanente is an integrated managed care organization, based in Oakland, California, founded in 1945 by industrialist Henry J. Kaiser and physician Sidney R. Garfield.  

THE largest health maintenance organization in Southern California, Kaiser Permanente continues to increase its membership, and while still losing money it is beginning to show financial improvement.

Kaiser's Southern California enrollment currently stands at 2.9 million, up from 2.8 million in 1998. It owns and operates six hospitals in L.A. County with a network of 3,500 physicians working at more than 100 facilities throughout Southern California.

In the third quarter ended Sept. 30, Kaiser reported a net loss of $29 million, compared with a net loss of $89 million in the year-earlier quarter. Kaiser cites several reasons for the rebound rebound (rē´bownd),

 and improved hospital capacity during key periods, reducing the use of non-Kaiser hospitals. Last year, Kaiser cited outside treatment of patients as a key reason for financial difficulties.
