Leaders of HarborVote Inc. are confident their group collected enough signatures from registered voters to trigger a study in the San Pedro and Wilmington areas, likely to be included in the Valley cityhood study that hasn't started because the agency overseeing the process has yet to obtain funding. The Valley's petition qualified in March.

In the Harbor City campaign that began in October and ended this week - at midnight Sunday - more than 17,500 signed, said Andrew Mardesich, a HarborVote leader and one of the chief petitioners. The group is comparing signatures with Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County voting rolls and will turn in the petitions by early June if 13,500 of the names check out as those of registered voters in the area.

``The numbers tell us that we're going to make our magic number,'' Mardesich said.

``I think the timing is great for us and great for them. It's going to be easier to get money from all levels,'' Close said. ``People will realize that it's not just a Valley thing, that it's something happening throughout the city.''

, Mardesich said the council's recent handling of surplus military housing in San Pedro showed Los Angeles city leaders are disconnected from the people they're supposed to serve. Only the community's outcry kept much of the property from going to the homeless.

``This is just one more example of how a local land-use issue was sent to downtown L.A., where people who were not elected by the local community impacted, people who do not have to be affected by the decision-making, are pontificating to solve L.A. areawide problems on the backs of San Pedro again,'' he said.

If incorporated, the new Harbor City would have a population of 130,000.

But to succeed, any cityhood effort needs approval from a majority of voters in a citywide election. So the Valley and Harbor City efforts could fare better if they appear on the same ballot, campaign organizers said.

``That's why we have to work together,'' Mardesich said. ``Once the city of L.A. fragments one time, the balance of the populace will be hesitant hes·i·tant
