Hahn, 50, who has been in city government 24 years as controller and city attorney, said the only chance to head off secession - if it makes the 2002 ballot - is to include neighborhoods and provide more services.

While his office was involved in drafting the new City Charter that created the neighborhood councils as advisory bodies, Hahn said he would pursue programs to expand their influence.

That could include creating a special pot of money so each neighborhood council could decide how to spend funds. ``It could be for street or sidewalk repair, expanded library hours or more programs as parks. It would be like a supermarket of city services they could buy.''

Also, Hahn said he would like to see a system developed where the neighborhood councils could place items before the full City Council for consideration.

``It might mean going against the status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. The status quo to be preserved by a preliminary injunction is the last actual, peaceable, uncontested status which preceded the pending controversy.  of the City Council, but residents have to see we are serious about the issues affecting neighborhoods.''

Hahn said he would look at the $4.2 million budget that has been proposed for the first-year funding of the neighborhood councils through the city's Department of Neighborhood Empowerment. ``That might be enough money, it might not be. I am committed to making sure they have the resources that are necessary.''

Hahn said he would be looking to make sure the neighborhood councils are operating in all parts of the city.

And even if all the effort to change the attitude of City Hall and provide more services is not enough to stop secession from going to the ballot, Hahn said he will campaign against it - but not by pitting one portion of the city against another.

``If it works out as it looks, we could have two or three secession proposals on the ballot at the same time. What the next mayor has to do is show that we are stronger and better as one city than a bunch of cities.''
