Gun fanciers hail liability bill.

Byline: Jim Feehan The Register-Guard

Dealers and collectors at a gun show at the Lane Events Center were noticeably elated Saturday by Congress' approval of a new legal shield making weapon sellers bulletproof Refers to extremely stable hardware and/or software that cannot be brought down no matter what unusual conditions arise. Hailed as a major victory for the gun lobby, the bill is aimed at ending a spate of lawsuits by individuals and municipalities seeking to hold gun manufacturers and dealers liable for negligence when their weapons are used in crimes.

Local and national gun control proponents decried the House's Thursday approval of the Protection of Lawful Commerce in Arms Act The Protection of Lawful Commerce in Arms Act was passed by the U.S. Senate on July 29, 2005 by a vote of 65-31. On October 20, 2005 it was passed by the House of Representatives 283-144. It was signed into law on October 262005 by President Bush and became Public Law 109-92. . The Senate approved an identical bill in July. The bill now goes to President Bush, who has promised to sign it.

Fans of the bill such as Wes Kno- del of Salem said gun prices should stabilize now that manufacturers won't be spending so much on litigation An action brought in court to enforce a particular right. The act or process of bringing a lawsuit in and of itself; a judicial contest; any dispute.

 and lobbyists.

"This is a common sense decision. The manufacturer should not be responsible for a tool after it's sold," said Knodel, organizer of the Collectors West Gun Show at the fairgrounds n. pl. 1. same as fairground. .

Matt Shyrer of Springfield agreed.

"The vote by Congress was a smart thing. A gun is a tool - it's no different than a saw in the hand of a person," said Shyrer, who bought a Savage Arms The Savage Arms Company is a firearms manufacturing company based in New York. The show featured 30 dealers selling a variety of handguns - Glocks, Berettas, Walther PPKs and the ever-popular Smith and Wesson - along with military-style semiautomatic weapons such as AR-15 and AK-47 rifles.

Dannielle Waisanen of Eugene said most criminals who use guns either steal them or buy them illegally.

"Why should (gun dealers) be liable for what crazy people do?" said Waisanen, who attended the gun show.

Meanwhile, Eugene-area gun control advocates, among them the mother of a girl injured in the 1998 Thurston High School Thurston High School is located in Springfield, Oregon in Lane County. Their mascot is a black colt. Shooting

"I'm very disappointed," said Rebecca Lynn, whose daughter, Betina Lynn, was 18 when she was shot in the ankle and back by Kip Kinkel during the Thurston shooting.

"This just flies in the face of victims of gun violence," said Lynn, who last year spoke on the U.S. Capitol's West Lawn as part of the Million Mom March The Million Mom March had its roots in August 1999, when Donna Dees-Thomases, a New Jersey mom with a public relations background and political connections, was horrified that a gunman shot at children in Granada Hills, California.  in Washington, D.C.

Elizabeth Steffensen, president of the Lane County chapter of the Million Mom March, said she's disappointed. Gun dealers are not thoroughly scrutinized, she said, citing the Tacoma dealer who violated federal law in selling a weapon to the 2002 D.C. snipers.

"We believe in responsible gun ownership. The gun industry is certainly not acting responsible," she said. "I wish the people opposed to violence had as much clout as the NRA NRA
