Published by the University Conversion Project (UCP (Universal Communication Platform AG, Lugano, Switzerland) A software company that specialized in mobile phone services, founded in 1999 by Christian Lutz and Marwan Saba. Its offerings included SMS voting and mobile marketing tools, photo messaging platforms and custom applications for ), which was founded during the Gulf war, this fifty-two-page guide describes more than a dozen conservative groups and the amount of money they funnel into right-wing activities at colleges across the country.

Included is the Washington-based Madison Center for Educational Affairs The Madison Center for Educational Affairs is a non-profit public policy organization that is the result of a 1990 merger between the Institute For Educational Affairs and the Madison Center. , providing "editorial support" to seventy-five conservative student newspapers in its Collegiate Network The Collegiate Network (also, CN) is a non-profit, non-partisan tax-exempt 501(c)(3) organization that provides financial and technical assistance to student editors and writers of almost 100 independent, conservative and libertarian publications at leading colleges and , and the Third Generation "leadership development" project of the Heritage Foundation. Interviews with the leaders of Accuracy in Academia Accuracy in Academia (AIA) is a non-profit organization that seeks to combat liberal/leftist bias on campus, which it characterizes as liberal or communist "indoctrination", and to standup for the rights of conservative students. It is run by executive director Daniel J.  and the Young Americans for Freedom Young Americans for Freedom (YAF) is the oldest conservative youth group in the United States of America. It was founded in 1960, and its greatest era in terms of numbers and influence was in the 1960s.  student wing detail how their thousands of members "expose" liberal faculty.

The Guide also takes aim at "the close financial ties between defense contractors and universities" which pose "a serious threat to academic freedom," as University of Pittsburgh graduate and 1992 UCP summer intern Erin Bush argues.

One example Bush cites is Robert L. Pfaltzgraff, professor of international security studies at Tufts University's Fletcher School of Law and Diplomacy. Pfaltzgraff criticized MIT MIT - Massachusetts Institute of Technology  researcher Theodore Postol for casting doubt on the effectiveness of the Patriot missile. Pfaltzgraff's denunciation DENUNCIATION, crim. law. This term is used by the civilians to signify the act by which au individual informs a public officer, whose duty it is to prosecute offenders, that a crime has been committed. Parer.  ran in The Wall Street Journal in April 1992, but the newspaper failed to identify Pfaltzgraff as the president of the Institute for Foreign Policy Analysis, a conservative think tank and the recipient of tens of thousands of dollars in funding from Raytheon, the Patriot's manufacturer, Bush reveals.

The Raytheon smear campaign ultimately contributed to the loss of $25,000 in funding from two defense contractors to Postol's program. Postol remains angry at the MIT administration for failing to back him up. Bush suggests MIT'S inaction may be explained by the $4.7 million Raytheon has donated to MIT over the past fifty years.

Based in Cambridge, Massachusetts, UCP has inspired students at some forty campuses to file Freedom of Information Act requests with the Department of Defense to get a look at the specific grants and contracts with their schools.

Future UCP projects to promote economic conversion and social responsibility in curriculum include a directory of campus peace groups and a guide to creating peace and justice studies.
