 recently published two draft documents intended to offer guidance and clarification on environmental justice issues. The Draft Recipient Guidance assists state and local recipients of EPA financial assistance in developing policies and procedures Policies and Procedures are a set of documents that describe an organization's policies for operation and the procedures necessary to fulfill the policies. They are often initiated because of some external requirement, such as environmental compliance or other governmental  to address potential concerns raised under Title VI of the 1964 Civil Rights Act. In 1998, the agency issued its Interim Guidance for Investigating Title VI Administrative Complaints Challenging Permits. It was open to public comment, and EPA received more than 120 such comments.
