Group acts on regulatory issues.

The Environmental Control Division of the AFS A distributed file system for large, widely dispersed Unix and Windows networks from Transarc Corporation, now part of IBM. It is noted for its ease of administration and expandability and stems from Carnegie-Mellon's Andrew File System.

addresses a broad range of regulatory and health, safety and environmental matters. Their mission is to monitor technical and regulatory issues that can affect the foundry industry, provide a liaison to regulatory agencies regulatory agency

In addition to the two standing committees--the Executive and the Program and Papers--there are four technical committees and a new task force, members of which are principally technical personnel with strong expertise in the areas monitored by their committees.

The Safety Committee develops procedures and recommendations for all foundry operations. Publications include the AFS Industrial Noise Control manual and various safety standards Safety standards are standards designed to ensure the safety of products, activities or processes, etc. They may be advisory or compulsory and are normally laid down by an advisory or regulatory body that may be either voluntary or statutory. .  control in the workplace. This committee also studies air contaminant removal procedures and reports these to the industry in an appropriate manner. Attention will focus on the Federal Clean Air Act and its impact on the industry.

The Water Quality and Waste Disposal Committee studies proposed and current laws, rules and regulations affecting effluent water quality, waste management, and the most cost-effective means of compliance. This committee guides research in solid waste management and interprets guidelines for foundry operators in disposing of their solid waste in an environmentally sound manner.  regulations on disposal of nonhazardous wastes are expected in 1991. The committee will evaluate and comment on them as appropriate. Waste minimization, recycling and constructive use are expected to become higher priorities for foundries in the future.

The Occupational Health Committee evaluates the impact of proposed and current laws and regulations concerning hazardous substances, workplace exposure and general industrial hygiene matters. The committee studies the dose-response relationship The Dose-response relationship describes the change in effect on an organism caused by differing levels of exposure (or doses) to a stressor (usually a chemical). This may apply to individuals (eg: a small amount has no observable effect, a large amount is fatal), or to populations  of foundry employees to gases, liquids and solid materials that may be encountered in the workplace. Techniques of measurement and evaluation of these materials are studied to develop suggested means for their control. The group provides a liaison to governmental agencies on health issues and submits comment on proposed or new regulations that may affect the industry.

Division Activities

The committees of Division 10 are very active in many ways. Rapidly changing regulations and new technology surrounding environmental, health and safety issues present a dynamic set of conditions and challenges.

One of the highlights for the Environmental Affairs Division in 1990 was the impact and influence we had on the promulgation PROMULGATION. The order given to cause a law to be executed, and to make it public it differs from publication. (q.v.) 1 Bl. Com. 45; Stat. 6 H. VI., c. 4.

of rules for hazardous waste Hazardous waste

Any solid, liquid, or gaseous waste materials that, if improperly managed or disposed of, may pose substantial hazards to human health and the environment. Every industrial country in the world has had problems with managing hazardous wastes.
Land Disposal Restrictions for Third Scheduled Waste, Fed. Reg. Vol. 54, No. 224. On May 8, 1990, the federal EPA published final rules. Our division prepared definitive comments that helped convince the EPA to more reasonably approach the treatment standards in the final rules.

The Division has received positive feedback from modem casting readers on a series of environmental articles published during the past two years. A shift has been made toward publishing modern casting articles on time sensitive issues rather than producing detailed guidance manuals.

An ongoing AFS Research investigation on the beneficial reuse of foundry sands in Illinois continues. The final report will provide recommendations for alternate reuse strategies and suggest changes in local, state and federal regulations to permit or maximize reuse.

The Annual AFS Environmental Conference has become an important highlight of Division 10 activities. The Third Environmental Conference held in August 1990 was a huge success, with more than 320 attendees from 31 states and Canada. Case studies were included in the program. The Fourth Environmental Conference will be held August 26-28, 1991 in Milwaukee.
