Public Service in a Time of Crisis also provides a succinct yet wide-ranging list of the "lessons learned" by the legal community in managing this crisis; these lessons are expected to serve as a resource for other communities in managing legal needs arising out of unusual events both large and small.

As Judge Judith Kaye Judith S. Kaye, Chief Judge of New York (b. Monticello, New York on August 4 1938) was appointed by Governor Mario Cuomo on February 22 1993, confirmed by the New York Senate on March 17, and sworn in on March 23. , Chief Judge of the State of New York and author of the foreword to the report, said: "Public Service in a Time of Crisis will be an invaluable tool for other communities facing terrorist attacks and disasters. I know that a draft of the report was given to the Madrid bar association following the recent terrorist bombings there. I am confident that this report on how the New York bar responded to 9/11 would benefit any community facing a similar disaster and searching for ways to set up a model program for pro bono legal services."

Typically the president of the company, the CEO reports to the Chairman of the Board.  of The NALP Foundation, notes that this study, which required more than two years to complete, is one of the most important studies of the pro bono efforts of lawyers ever undertaken. "Unfortunately, September 11th allowed us to truly understand the amazing breadth and depth of the volunteer work lawyers do. This study informs and educates both the legal community and the general population about the ways in which many law firms and individual lawyers provided direct and immediate assistance to individuals, small businesses, and organizations of all types and sizes."

Patton added that "the leadership provided by the Association of the Bar of the City of New York, and in particular their development of the 'facilitator model' that is described in the report, offers an organizational and deployment model that should be extremely useful to other communities when tragic consequences require a massive emergency response."

"It is also our hope that this study and the report will help inspire future public service by lawyers and law students," Patton said. "Many, many lawyers and law students express sincere interest in understanding more completely how their skills and talents can be used in a pro bono effort to help others. The anecdotal and empirical data this study generated is an outstanding resource for generations of lawyers to come."
