The nucleus of the emergency response plan is the emergency response team, comprising superintendents of Greenthal buildings throughout the city. Drawing on their first hand knowledge of the company's buildings and neighborhoods, the members of the team are uniquely qualified to participate in both the development and implementation of the emergency response plan. Through pooling their skills and resources, the superintendents will be able to address any building emergency in a timely fashion.

The plan provides for the designation of team leaders, division of buildings by area (north, south, east and west), the establishment of strategically placed staging locations in different parts of the city, and a pool of emergency mechanics and contractors, i.e. plumbers, electricians, etc., who agree to respond when regular building vendors cannot. The plan also provides for the creation of comprehensive building profiles that will be stored both on-site and in each of the designated staging locations.

Building profiles will include valve charts for every Greenthal managed building, schematic drawings Schematic drawing
