Its purpose is to preserve, protect, manage and maintain the natural resources of the state[1]. It is also home to the University of Wisconsin–Madison. The 2006 population estimate of Madison was 223,389, making it the second largest city in Wisconsin, after Milwaukee, and , USA is hosting comment sessions through October 6, 2004 on behalf of the Council of Great Lakes Governors. The open house and public comment sessions will gather input on proposed draft agreements among the Great Lakes states and Canadian provinces to update how they protect and manage the Great Lakes. The draft agreements, referred to as Annex 2001, propose how the 10 jurisdictions will collectively manage water quantity issues in the basin, including requests for withdrawing water from the basin and for discharging water outside it.
