, Minn., faces one of its worst budget crises, its parks and recreation department is poised for an overhaul that likely will dramatically alter its delivery of programs and services to residents. To be sure the changes reflect the needs of the community, a phone survey of 700 citizens featuring 80 questions was conducted in February. "The system has expanded and the resources haven't matched to keep them operating," Bierscheid says. "This an opportunity, whether we like it or not, because we're forced into it. It has to be. We have no choice."

 member Ken Kutska, Wheaton Park (Ill.) District's director of parks and planning, was honored with the Illinois Park and Recreation Association's highest honor, the Robert Artz Distinguished Service Award. Kutska received the award at IPRA's conference in Chicago. Kutska is one of the founders of the National Playground Safety Institute and former NRPA President. NRPA member Carolyn Nagle, executive director of the Fox Valley Special Recreation Association, received the Illinois Therapeutic Recreation Society Special Recognition Award for distinguished service at the conference. Nagle has worked in therapeutic recreation for 25 years, 10 at Fox Valley.

The proposal targeted the parks and recreation department, which represents about $17.8 million of the city's $136 million budget. The proposal came as the city was trying to close a $14 million budget shortfall. Perelman said she donated and sold the land to prevent it from going the way of commercial or residential development.

"The supplemental education market is growing rapidly. It makes sense to take our services to the children, to the places where they already like to play and gather with friends," says Anthony Baldassano, president of A Plus Education Centers, explaining why his tutoring firm has developed a partnership with the Chicago Park District's PARK Kids after-school program. From the park district' viewpoint, A Plus was willing to supply highly skilled instructional expertise that the park district couldn't and wouldn't want to get into the business of providing. A Recreational Trail Program The Recreational Trails Program (RTP) is a federal assistance program of the United States Department of Transportation's Federal Highway Administration (FHWA). It provides funds to the States to develop and maintain recreational trails and trail-related facilities for both  grant award paid for half of the construction cost of the Hoover Mudflats Boardwalk. A pending transportation grant will fund the construction of a trail across the frontage of a new 70-acre park in Carmel. Ind., connecting the park via a street corridor to a nearby county park property that's also receiving transportation funds from the grant. Also, the grant will support a trail connecting the park with an adjoining school and a youth soccer field complex. Construction is scheduled to begin this spring. There's a huge potential value and benefit of connecting a county park, a city park, a school and a soccer complex with this proposed trail system. It will likely facilitate large volumes of pedestrian and bicycle transportation from the surrounding neighborhoods to these community facilities.
