Governor Schwarzenegger Announces Appointments to the State Teachers' Retirement Board.

Governor Arnold Schwarzenegger today announced the appointments of Mark Battey, James Gray, Gloria Hom, Miguel Pulido, and Kathleen Smalley as members of the State Teachers' Retirement Board.

Battey is currently managing director of Miramar Capitol, providing financial, strategic planning and management consulting services. He was previously chief deputy controller and senior policy advisor to State Controller Steve Westly in 2003. Battey was managing director of Essex Environmental, an environmental consulting firm, from 1988 to 2002. He served as director of sales, marketing, and business development for Addison-Wesley Publishing Company, and also as general manager of the Information Services Division, from 1984 to 1990. Battey is chairman and director of Mid-Peninsula Housing, a non profit affordable housing developer. He earned his bachelor's degree from Harvard University, a master of science from the London School of Economics, and a master of business administration from Stanford University. Battey, 44, is a resident of Half Moon Bay and a registered Democrat.

Gray is currently chairman of the Desert Community College Board of Trustees. He recently served as chairman of Generation Trust Bank from 1999 to 2002 and was previously a senior consultant at City National Bank from 1998 to 1999. Gray was chairman and CEO of Harbor Bank from 1976 to 1998 and chairman and CEO of Jim Gray Volvo from 1965 to 1990. He served on the California State University Board of Trustees from 1990 to 1999 as an appointee of Governors Deukmejian and Wilson. Gray was also on the Commission of the California's Advisory Council under Deukmejian, and Governor Reagan's Educational Management and Evaluation Commission. He earned his bachelor's degree and holds an honorary Doctor of Laws from California State University, Long Beach. Gray, 66, is a resident of Indian Wells and a registered Republican.

Hom is chairman emeritus of the Economics Department for West Valley Mission College where she was a faculty member for over thirty years. She is a former member of the board of directors of Sallie Mae. Hom has an extensive record of public service. She served on the California State University Board of Trustees from 1989 to 1992, and the California State Board of Education from 1984 to 1989. She has also been a member of the Selective Service Board of Governors, the California Commission of the Californias, and the California Maritime Academy. Hom, 64, earned her bachelor's degree from Dominican College, her master's from San Jose State University, and doctorate in education from the University of San Francisco. She is a resident of Palo Alto and a registered Republican.

Pulido is currently serving his third term as Mayor of the City of Santa Ana. He was first elected to the Santa Ana City Council in 1986. Pulido is part owner of family owned Ace Muffler. He was previously a vice president at McCaughey & Smith Energy Associates before leaving to become a consultant. Pulido serves on a number of public boards including the Federal Inter-Governmental Policy Advisory Committee on Trade, the California Workplace Investment Board, and the Orange County Transportation Authority. He also serves on the boards of the Discovery Science Center of Orange County, Bowers Museum, the Pacific Symphony Orchestra, and the UCI Foundation. Pulido, 48, earned his bachelor's degree from California State University, Fullerton. He is a resident of Santa Ana and a registered Democrat.

Smalley is currently managing director of Greenbrier Associates, a real estate financial services firm. She was recently a lecturer at Harvard and Stanford Law Schools in 2002 and 2003. Smalley was previously senior vice president and general counsel to Catellus Development Corporation from 1997 to 2001. She was general counsel and an investment manager at Trammell Crow Interests from 1990 to 1996, a partner at the Trammell Crow Group from 1987 to 1990, and general counsel of the Trammell Crow Company from 1984 to 1987. Smalley served as a law clerk to United States Supreme Court Justice Sandra Day O'Connor and Judge John Minor Wisdom of the Fifth Circuit Court of Appeals. She is a member of the Council on Foreign Relations and a fellow with the British-American Project. Smalley earned her bachelor's degree from Rice University and juris doctorate from Harvard Law School. She is a member of the California, Texas, and Arizona State Bars. Smalley, 46, is a resident of Los Angeles and is registered decline-to-state.

The California State Teachers' retirement system is the largest teachers' retirement system in the United States. CalSTRS' primary responsibility is to provide retirement related benefits and services to teachers in public schools from kindergarten to community college. The Board has exclusive control over the investment and administration of the Teachers' Retirement Fund. The Board makes rules, sets policies, and has the power and authority to hear and determine all facts pertaining to application for benefits under the system. CalSTRS' is comprised of 12 members, 5 of which are appointed by the Governor. Members are appointed to terms of 4 years. These positions require Senate confirmation and the compensation is $100 per diem.
