First, we share the Governor's vision that every child should have access to the tools of the digital age and second, as one of the five most connected states in the country, South Carolina has taken a leadership role by providing an infrastructure for its K-12 institutions that can support the delivery of online tools."

The use of NetSchools.com by the project schools is geared toward improving student achievement in K-12 schools by managing curriculum remotely, delivering online SAT preparation materials and providing teachers with Internet-based learning tools for all of their students. In particular, the Office of the Governor, in partnership with NetSchools, is interested in automating the state's nine SAT Improvement Strategies in each of the project's high schools.

A key leader in the demonstration project is the Community Higher Education Council, which is comprised of three Institutes of Higher Education: South Carolina State University South Carolina State University (also known as SCSU, State College among the older alumni members, or simply State), is a Historically black university located in Orangeburg, South Carolina. , Claflin University History
