Governor Herrera Requests Proposal for Emergency Response Centers; SSWM and UNAM to Equip, Staff and Train up to Eight Centers Throughout State.

CARLSBAD, Calif. -- Sub-Surface Waste Management of Delaware, Inc. (OTCBB:SSWM) announced that its officers of Mexico subsidiary company Environmental Tec International, S.A. de C.V. (ETI) met with the Governor and officials in the State of Veracruz on Thursday February 16, 2006 to discuss deployment of Environmental Emergency Response Centers throughout the State and remediation of an ongoing release of crude oil into sensitive wetland areas outside Ciudad Coatzacoalcos in the southern oil production part of the State.

Governor Fidel Herrera's Personal Secretary and Chief of Staff, with environmental and civil protection officials, received Bruce Beattie, President and Behzad Mirzayi, Vice President and Chief Engineer through arrangements provided by Dr. Ricardo Lorden, consultant to SSWM for its programs in Mexico. The Governor's staff will be conferring this week on the exact locations it requires for ETI to establish emergency response stations with its strategic team partner, Zaragoza Graduate School of Studies of the National Autonomous University of Mexico (UNAM), and will issue shortly a formal written request to immediately equip, staff and train eight (8) emergency response centers throughout the state working in direct coordination with the Secretaries of Environment and Civil Protection.

Separately and in addition, the first emergency response station will most likely be in Ciudad Coatzacoalcos to address control, characterization and remediation of the massive Pemex pipeline break of October 2005 at the Pollo de Oro wetlands site which currently has over 6 hectares of sensitive wildlife habitat and agricultural areas impacted by crude oil releases to both surface waters and soil sediments.
